Eden James put the Bison on the scoreboard with a 2-yard run to make it 13-7 at the break.
Jaden McGill scored on a 4-yard run to push the Tennessee State lead to 20-7 in the third quarter before Howard (3-4) mounted a nine-play, 55-yard drive to get within a touchdown.
The Tigers held Howard to just 33 yards on 6-for-22 passing.
