The Padres declined to tender Garces a contract for 2016.
He struggled to a 5.21 ERA and 1.68 WHIP last season while working primarily as a lefty specialist out of the San Diego bullpen. Walks were a major issue -- he issued 22 in 38 innings -- and he will need to rein it in to have any chance to break camp with a major-league team.
