Hill was promoted to the active roster from the 49ers' practice squad ahead of Thursday's game against the Titans.
Hill has been given a permanent spot on the active roster after being elevated from the practice squad for each of the previous two games. His usage has been limited to special teams thus far with the 49ers, and that should remain the case Thursday, even with starting running back Elijah Mitchell (knee) still sidelined.
