Luter (hamstring) is inactive for Sunday's contest against the Seahawks.
Luter didn't practice at all this week and entered Sunday deemed doubtful, so his inability to play was expected. The 23-year-old's absence probably won't impact the 49ers' defensive gameplan, as all 37 of Luter's snaps have come on special teams this season.
