Smoot (toe) has been ruled out for Thursday's game against the Dolphins, Jay Skurski of The Buffalo News reports.
Smoot was considered unlikely to play as of Monday, so this announcement doesn't come as much of a surprise. The Illinois product also missed Week 1's win over the Cardinals with the injury. He'll now focus on a Week 3 return against the Jaguars.
