Carter is currently nursing a knee injury, Maddy Glab of the Bills' official site reports.
Carter already had a steep hill to climb for a roster spot being the eighth tight end on the depth chart. The 26-year-old last saw action in the regular season in 2017 with the Vikings, where he appeared in three games but was unable to record an offensive statistic.
