Jackson suffered a concussion in the team's 24-16 loss to the Bills in Week 3, and he was considered a non-participant at Wednesday's practice. His ability to return to practice Thursday is a step in the right direction, but he still has to clear concussion protocol before he'd be eligible to play Sunday versus Seattle.
