Ratley signed with the Cowboys' practice squad Tuesday, Aaron Wilson of Sportstalk 790 Houston reports.
Ratley played five games for the Giants last season and recorded four receptions for 63 yards on 10 targets. He'll add depth at wide receiver while Michael Gallup rehabs a calf injury.
