Willis was signed to the Steelers' practice squad Tuesday, Teresa Varley of the team's official site reports.
The wide receiver was released from Washington's practice squad Nov. 23, and he now joins the Steelers' practice squad. Willis has not played in an NFL game since the 2019 season, when he appeared in 10 contests with the Bengals, making nine catches on 16 targets for 82 yards.
