Washington signed Willis to their practice squad Tuesday, Tom Pelissero of NFL Network reports.
Willis spent training camp with the Giants and led them in receiving yards and touchdowns during the preseason. However, he was ultimately waived before the 53-man roster deadline. The 24-year-old last appeared in NFL regular-season action for the Bengals in 2019, when he played in 10 games and caught nine passes for 82 yards.
