Shepherd was signed to the Cardinals' practice squad Wednesday, Josh Weinfuss of ESPN.com reports.
Shepherd spent training camp in Kansas City but was unable to make the initial 53-man roster. The 26-year-old appeared in 14 games for Green Bay over the previous two seasons and has six catches for 47 yards while also operating as a return man.
