The Panthers waived Cooks on Saturday, Darin Gantt of the team's official site reports.
Cooks had signed with the team earlier this month but was unable to impress enough to earn a spot on the roster. If he goes unclaimed on waivers, the 27-year-old could be a candidate to land on Carolina's practice squad.
