Samuel (groin) has been ruled out for Sunday's game in Denver, John Keim of ESPN.com reports.
Coach Ron Rivera did mention Friday that Samuel won't be placed on injured reserve, as a second stint would rule him out for the rest of the season, per Ben Standig of The Athletic. Rivera still expects Samuel to contribute down the stretch this season, though he didn't mention a specific timeline for the wideout to return after the team's Week 9 bye.
