Norris (hamstring) was a full participant at Tuesday's practice, Kyle Stackpole of Washington's official site reports.
Norris missed the past two games with the hamstring issue, but it appears he's recovered from the injury. The 27-year-old has exclusively played special teams this season for Washington.
