Washington promoted Norris to the active roster Tuesday.
Norris was elevated for the Week 1 loss to the Chargers, recording two tackles on special teams. Washington apparently liked what it saw enough to make Norris an honest member of the 53-man roster. He'll likely stay on special teams for the time being.
