The Browns signed Horn to the practice squad Thursday, Mary Kay Cabot of The Cleveland Plain Dealer reports.
Horn was waived by the Panthers on Tuesday, so he will get another opportunity in Cleveland, albeit as a member of the practice squad. The 2025 No. 208 overall pick appeared in 14 regular-season games for Carolina since entering the league, amassing 11 catches (16 targets) for 108 yards and adding eight carries for 69 yards.
