Toure (coach's decision) will not play Sunday against the Buccaneers, Mike Spofford of the Packers' official site reports.
Toure has yet to be active this season. The seventh-round selected rookie will have to continue to wait to make his NFL debut, despite the absences of Sammy Watkins and Christian Watson due to hamstring injuries.
