Horn (toe) did not participate at practice Wednesday, Mike Kaye of The Charlotte Observer reports.
Horn played a season-high 61 defensive snaps during Sunday's loss versus the Packers, and it's not clear when he picked up the toe issue. In any case, if he can't get back to practice Thursday or Friday, he'll probably end up sitting out in Week 17.
