Coach Matt Rhule named Carter as the starting middle linebacker Tuesday, Alaina Getzenberg of The Charlotte Observer reports.
The 28-year-old recorded 46 tackles (25 solo) in 16 games for the Panthers last season, and he showed well in training camp to earn the starting spot. Denzel Perryman, who signed a two-year, $6 million deal in the spring, was traded to the Raiders on Wednesday after being beat out by Carter.
