Melvin agreed to a one-year deal with the Panthers on Wednesday, Darin Gantt of the Panthers' official site reports.
Melvin appeared in 10 games (two starts) with the Panthers last season and totaled 16 tackles. The 32-year-old is expected to provide veteran leadership to a youthful cornerback corps.
