O'Connell (coach's decision) is inactive but will serve as the Raiders' emergency third quarterback against the Bills on Sunday.
O'Connell remains the third option behind Kirk Cousins and Fernando Mendoza. The quarterback will only enter the game if both Cousins and Mendoza must leave the contest due to injury, illness or ejection.
