The Ravens signed Kelly to a contract Tuesday.
Kelly spent most of last season on Cleveland's practice squad but didn't suit up for a regular-season game with the team. The 2018 sixth-round pick now has a chance to compete for a deep depth role in Baltimore, with his best-case scenario likely to be a spot on the practice squad again.
