Porter (conditioning) was estimated as a full participant on Monday's practice report, Adam Caplan of SiriusXM NFL Radio reports.
Porter has been practicing for weeks but has yet to play in a game this season due to what is believed to be more related to his contract than any conditioning or injury issues. It's unclear if he'll play Thursday night against the Browns. Asante Samuel and Jamel Dean will continue to hold it down at cornerback for the Steelers for however long Porter is sidelined.
