Allen (coach's decision) is inactive for Thursday's game against Cleveland, Teresa Varley of the Steelers' official website reports.
Allen will operate as the team's emergency quarterback for the second time in three weeks Thursday. He will only enter the game if both Russell Wilson and Justin Fields are knocked out with injuries.
