Howard (coach's decision) is inactive for Thursday's game against Cleveland. However, he is listed as the Steelers' emergency quarterback, Teresa Varley of the team's official site reports.
Aaron Rodgers and Mason Rudolph occupy the top two spots on the depth chart, though if both of those players exit the game due to injury, illness or ejection, Howard will see the field as the emergency signal-caller.
