Hoyer (concussion) has not been cleared by the league's concussion protocol, and Brandon Weeden will get the start Sunday against Tennessee, Ian Rapoport of NFL.com reports.
Hoyer was held out of last week's game against Indianapolis, as T.J. Yates got the start, only to be relieved by Brandon Weeden later in the contest. With Hoyer still unavailable, the Texans will go with Weeden as their starter Sunday afternoon.
