The Texans officially ruled out Watson (not injury related) for Thursday's game against the Panthers.
Watson, who was inactive for Houston's first two games, is thus destined for another healthy scratch Thursday. With Tyrod Taylor (hamstring) on injured reserve, Davis Mills will handle the team's starting duties at quarterback Week 3, while Jeff Driskel is in line for a promotion from the practice squad to serve as Mills' backup.
