Shavers was signed to the Bills' practice squad Wednesday, Alec White of the Bills' official site reports.
Shavers was one of the brightest performers throughout training camp and the preseason, but in the end the Bills went with experience as they filled out their five-man receiving corps with veterans Mack Hollins and Marquez Valdes-Scantling. The Bills have three receivers on the practice squad -- Deon Cain and KJ Hamler are the other two -- but Shavers likely offers the most upside as an offensive player if one of the regulars goes down in the regular season.
