The Panthers placed Penny on the reserve/retired list Tuesday, Art Stapleton of The Bergen Record reports. There are always a few retirements this time of year, with players realizing they're unlikely to earn a roster spot and don't have much of a future in the league. Penny was a first-round pick for Seattle back in 2018 but played only 45 games over six NFL seasons amidst a slew of injuries. He had a memorable stretch at the end of the 2021 campaign, amassing 135 or more rushing yards four times over the final five weeks, but his 671 rushing yards during that stretch represent 34.4 percent of his career total.

The Panthers agreed to terms with Penny on Monday. Penny is now 28 years old and spent last season in Philadelphia, where he appeared in just three regular-season games and was routinely a healthy scratch on game days. When healthy in Seattle from 2018-2022, he was electric with the ball in his hands, averaging a lethal 5.7 yards per carry on 337 rushing attempts, but an inability to stay on the field was his downfall. He has a history with new Panthers coach Dave Canales from their time together in Seattle, and Penny gives the Panthers backfield some more experience behind Chuba Hubbard and rookie Jonathon Brooks. There has been chatter that Miles Sanders' time may be running out with the team after just one season in Carolina.

Penny plans to sign with the Panthers, Jeremy Fowler of ESPN.com reports. Penny's signing is expected to become official after the conclusion of Carolina's rookie minicamp, which ends May 12. The 2018 first-rounder is coming off a forgettable season with Philadelphia, where he was a healthy scratch for all but three contests and spent most of the year operating as the team's fourth running back. With the Panthers, Penny is in line to join a crowded backfield that includes rookie second-round pick Jonathon Brooks (ACL), who is expected to be ready for training camp, along with veterans Chuba Hubbard and Miles Sanders.

Penny finished the season with 11 carries for 33 yards in three regular-season games, adding one catch for five yards. Penny entered the season with a fair amount of hype, as he had a potentially large share of the carries for a productive offense available to him if he could finally stay healthy. Injuries were in fact not a problem for Penny this season, but rather than competing for the No. 1 job, he spent the year as the Eagles' fourth running back and was a healthy scratch in all but three games.

Penny was more involved than he had been all season for the Eagles on Sunday but managed a modest 16 yards on six carries at the Giants. Penny's signing generated some intrigue over the offseason, with the thought that a change of scenery could help the oft-injured running back. Instead, he was almost a complete non-factor, seeing the field for only 30 offensive snaps all season. Twenty of those came Week 18, with D'Andre Swift out due to illness and the Eagles resting several starters in the second half.
