Phillips was recalled from AHL Manitoba on Monday.
Phillips' promotion comes as Colin Miller (lower body) was placed on injured reserve in a corresponding move. The 24-year-old Phillips played in three NHL games with the Blackhawks last year, earning one goal, but he would be making his 2025-26 debut if he gets into Tuesday's game versus the Islanders.
