The Bills had near-perfect attendance to start their organized team activities on Tuesday. Only two players, veteran DE Shawne Merriman and rookie DB Delano Howell, were not in present. Merriman was visiting with a doctor for a checkup on his Achilles injury, and Howell couldn't attend due to his Stanford class schedule.
