The Titans have ruled the following players inactive for Week 12 against the Raiders: wide receiver Damian Williams, quarterback John Skelton, defensive back Micah Pellerin, linebacker Zac Diles, center Kevin Matthews, tackle Byron Stingily and defensive tackle Mike Martin.
