Coach Romeo Crennel and his coaching staff welcomed 86 of the 87 players on the roster for the first OTA on Monday. The only man missing was WR Dwayne Bowe, the team’s designated franchise player who has not yet signed the club’s tender offer. Bowe could have taken part in the practice without signing, but franchise players tend to reject that idea because they lose negotiating leverage.
