All of Harley's activity came in the fourth quarter, which gives an indication of where he's at on the wideout depth chart. Harley suited up for 39 snaps, which suggests he has fully recovered after being placed in concussion protocol in July. He spent the 2022 season on Cleveland's practice squad. Harley impressed during training camp when several receivers went down with injuries, and he was used as a returner during preseason action. The Browns would be very interested in adding him to the practice squad, if Harley clears waivers. His dismissal suggests sixth-round draft pick Michael Woods (hamstring) will make the team and possibly be ready to go for Week 1 against Carolina. The Browns also have hybrid running back/receiver Demetric Felton to fill out the depth chart at wideout.

Harley caught three of seven targets for 30 yards and returned one kickoff for 19 yards in Sunday's preseason game against the Eagles.
It was a showcase day for Harley, who was on the field for 61 of Cleveland's 74 snaps and the latest to audition for the vacant return job. He lined up as a punt returner but did not get an opportunity to return one. Since Jakeem Grant went down with an Achilles injury, Ja'Marcus Bradley and now Harley have been given chances to return kicks and punts during preseason action. Others in camp that could pick up a return role are Demetric Felton and Donovan Peoples-Jones. As for Harley's chances at wideout, the undrafted free agent out the University of Miami is a long shot and more likely headed for the practice squad.

Harley (ankle) was back at practice Tuesday after leaving the previous day's session early, Anthony Poisal of the Browns' official site reports.
Harley walked off the field Monday accompanied by team training staff, but the absence was a short one. As a testament to the ankle being fine, during Tuesday's session, Harley made a nice leaping catch over cornerback Parnell Motley, but the receiver's feet landed out of bounds. He's in a battle for the fifth wideout job, as the Browns prepare for two days of joint practice with Eagles leading up to Sunday's preseason matchup between the two teams.
