The NCAA transfer portal cycle for the 2025 college football season officially opened Monday, Dec. 9 and will close on Saturday, Dec. 28. Though some players have announced their intentions to transfer prior to Monday, they could not officially enter the portal until it opened.

Given that thousands of FBS players enter the portal each cycle and NIL has become a differentiating factor in player acquisition, expect to see plenty of movement this offseason in what has become one of the most important periods on the college football calendar.

In addition to the notable transfer players that will be listed below as the process continues over the next month, keep it locked here as CBS Sports and 247Sports cover the transfer portal window from top to bottom with a live tracker, updated rankings and much more. Bill Belichick lands first transfer portal commitment

North Carolina added its first transfer commitment of the Bill Belichick era as Holy Cross interior offensive lineman Christo Kelly made his pledge to the Tar Heels. Kelly, a grad transfer with one year of eligibility remaining, is a three-star prospect in 247Sports Transfer Rankings and grades out as the No. 9 interior offensive lineman in the portal. He played 778 snaps at center for Holy Cross in 2024 and earned first-team All-Patriot League honors.

Why John Mateer is No. 1 player in portal (for now)

The 2025 college football transfer portal has a new No. 1 player. Washington State quarterback John Mateer entered Monday with a 95 rating and gets the nod over Georgia Tech wide receiver Eric Singleton Jr., also a 95, for the top overall spot in 247Sports' rankings.

Why does Mateer rank higher than Singleton and other top transfer portal prospects? Here's a peek under the hood.

The most impactful prospect to enter the portal to date, Mateer's dual-threat capabilities put him among the most electrifying players in all of college football. In the 2024 season -- his first as Washington State's starting quarterback, following Cam Ward's transfer to Miami -- Mateer completed 224 of 347 passes (64.6%) for 3,139 yards and 29 touchdowns to seven interceptions over 12 games. He added 178 rushes for 826 yards (4.6 average) and 15 touchdowns. The 6-foot-1, 219-pounder's dynamic run-pass ability makes him one of the nation's most difficult quarterbacks to defend.

Oklahoma and Miami look like the involved parties for Mateer, according to 247Sports' Chris Hummer and Matt Zenitz
