Cessa has signed a minor-league deal with the Nationals, per the team's transaction log.
Cessa began the season in the Reds rotation and was crushed to the tune of a 9.00 ERA and 2.23 WHIP before being cut loose. He'll join his second team since and could make his way to the big leagues as a spot starter or long reliever.
