Harvey (elbow) has been throwing pain free since December and is throwing at 100 percent, MASN Sports reports.
Harvey suffered from elbow issues each of the last two seasons and the Orioles shut him down, hoping to avoid Tommy John surgery. He was very good in his 87.2 healthy innings, racking up a 10.9 K/9 at Low-A Delmarva. The Orioles are debating whether to have Harvey begin the season at Low-A or High-A. He figures to log a few innings early in spring training before heading to minor league camp.
