Ryan is expected to be named to Tampa Bay's 60-man roster pool, Marc Topkin of the Tampa Bay Times reports.
The 24-year-old received an invite to major-league spring training but was reassigned to minor-league camp shortly before operations were shut down. Ryan began 2019 at High-A Charlotte and earned a late-season promotion to Double-A Montgomery, delivering a 3.38 ERA and 1.15 WHIP in three starts.
