Hill (shoulder) was a full participant on Thursday's practice report, Jay Morrison of The Athletic reports.
Hill suffered the injury Week 9 against the Panthers, and following the Week 10 bye, he sat out Sunday's game against the Steelers. His return Week 12 against the Panthers should bolster the team's depth at safety.
