Waller was listed as a non-participant Wednesday on the Raiders' estimated practice report with a knee injury.
Running back Josh Jacobs (hip) was also limited, after both he and Waller took on heavy volume in Monday's win over the Saints. Waller and Jacobs could be back at practice Thursday, as the Raiders prepare for a road game against the Patriots this weekend. Waller caught 12 of his 16 targets for 103 yards and a score Week 2 while logging 74 of 80 offensive snaps.
