Miller (shoulder) has been ruled out ahead of Thursday's game against the Chargers.
Miller missed Sunday's loss against the Vikings with a shoulder injury he sustained in Week 12 against the Chiefs. The Raiders are also without starting center Andre James (ankle) for Thursday's game. Jermaine Eluemunor is set to start at tackle for the second straight week in Miller's place.
