Orioles left-handed pitcher Zach Phillips has declined an outright assignment and elected free agency.
Phillips has made 16 major-league appearances over two seasons with the Orioles, posting a 3.21 ERA, 1.29 WHIP and 13 strikeouts in 14 innings.
The 26-year-old was 2-2 with a 3.17 ERA, 1.44 WHIP and 45 strikeouts in 54 innings at Triple-A Norfolk in 2012.
He was acquired by the Orioles via trade from the Texas Rangers for Nick Green and cash in July 2011.
