Bills linebacker Keith Rivers (groin) is inactive for Week 3 against the Chargers, as he continues to deal with a groin injury. Rivers missed Week 2's game as a result of the same injury, and he is joined on the sidelines by fellow linebacker Randell Johnson (knee).
