ILB Bruce Carter, who missed parts of last year while recovering from an ACL injury, has the early lead on Dan Connor for the starting job. Connor has missed two weeks of OTAs with a strained hamstring. DC Rob Ryan said Carter has taken “every rep with the first defense and is doing an excellent job.”
