Burrow (toe) was a full participant at practice Tuesday.
Burrow has now been listed as a full participant on four of the Bengals' last five practice reports. The quarterback remains on injured reserve for the time being, but assuming his surgically repaired toe holds up well coming out of Tuesday's session, the Bengals could confirm Wednesday that he'll return to action Thursday against the Ravens. Burrow has sat out Cincinnati's last nine games following surgery.
