The Cardinals are signing Winters to a one-year contract Monday, Darren Urban of the team's official site reports.
Winters will be in the mix to compete for Arizona's starting right guard gig this offseason, as will Justin Murray and Josh Jones. He appeared in all 16 games with the Bills last season, drawing nine starts.
