Carter (abdomen) has been ruled out for Sunday's game against the Panthers.
Carter suffered an abdominal injury in Week 5 against the Jaguars, and the injury was severe enough for him to miss all three practices during Week 6 prep. Kenny Moore will serve as the top depth option at safety behind Marcus Epps and Andrew Mukuba due to the absence of Carter, whose next chance to play is Week 7 against the Cowboys on Monday, Oct. 26.
