Bullough was waived by the Browns on Thursday.
Bullough has not appeared in an NFL game since his 2016 season with Houston, where he played 240 snaps in relief of an injured Brian Cushing. Despite playing well during that time, Houston released Bullough following a suspension for violating the NFL's policy on performance-enhancing substances. Bullough failed to solidify a role on Cleveland's offseason roster, and will go through the league's waiver system.

Bullough's suspension was increased from four to eight games, freelance NFL writer Howard Balzer reports.
Bullough's suspension has likely been a major reason he's been unable to sign with a team since being cut by the Texans in June. The 25-year-old linebacker may find work with a team facing injuries to the position midseason, when he'll finally be eligible to play.

Texans' Max Bullough: Suspended four games
Bullough has been suspended for the first four games of 2017 for violating the NFL's performance enhancing substance policy, James Palmer of NFL Network reports.
Bullough has taken blame for the violation and is unlikely to appeal the suspension. Little more than a depth linebacker, Bullough's temporary absence shouldn't impact the Texans defense greatly. The 25-year-old logged 25 tackles in 16 games last season.
