Toussaint was designated for assignment by the Angels on Tuesday.

Toussaint made eight appearances for the Angels last season and had a 4.62 ERA, 1.34 WHIP and 26:19 K:BB across 25.1 innings. The right-hander began the season with Atlanta before being shipped cross country, and he was unable to prove that he warranted spot on the 40-man roster through the offseason.

Winn was added to the Rangers' 40-man roster Tuesday.

There were high expectations for Winn last season and he fell flat, logging a 6.51 ERA in 121.2 innings at Triple-A. Pedigree (15th overall pick in 2018) and youth (turns 23 this month) are still on his side, but he will need make some adjustments or improvements ahead of next season.

Kent was added to the Rangers' 40-man roster Tuesday.

Kent has a hammer curveball that plays as a plus pitch when he is locating his low-to-mid-90s fastball. Considering he will turn 25 in February and has made just five starts at Triple-A, the clock is ticking on Kent to make it as a starting pitcher. However, he could have a nice fall-back plan as a setup man if he is moved to relief.

Anderson signed a three-year, $40 million deal with the Angels on Tuesday, Joel Sherman of the New York Post reports.

The Dodgers offered Anderson the $19.65 million qualifying offer for 2023, but Anderson will instead move across town and join the Angels' rotation. The 32-year-old lefty is coming off a career year with the Dodgers, recording a 2.57 ERA and 1.00 WHIP over 178.2 innings.

Perez accepted the Rangers' one-year, $19.65 million qualifying offer Tuesday, Jon Morosi of MLB Network reports.

Most players who are extended qualifying offers decline them, but with Perez coming off a career year that kind of came out of nowhere, it's not surprising to see him take this significant one-year contract. The 31-year-old southpaw logged a 2.89 ERA, 3.59 xERA, 1.26 WHIP and 169 strikeouts in 196.1 innings (10th most in the majors) last season.

Marsh's contract was selected by the Royals on Tuesday.

The move means Marsh won't be available for selection in the Rule 5 draft. Marsh spent the bulk of last season with Double-A Northwest Arkansas, where he struggled to a 7.32 ERA in 25 starts despite a 27.4 percent strikeout rate.

Garcia cleared waivers and was outrighted to Triple-A Toledo on Thursday.

Garcia joined Detroit for a start during the final week of the season, and he picked up the win against Seattle after he allowed three earned runs over 6.2 frames. He pitched well in limited action at the big-league level last year and had a 3.54 ERA and 1.18 WHIP across 20.1 innings.

The Angels announced Wednesday that Canning (back) has been cleared to start a throwing program, Sam Blum of The Athletic reports.

Canning missed the entirety of 2022 while he rehabbed from a stress fracture in his lower back, but he's now ready to throw for the first time since May. The 26-year-old had a 5.60 ERA, 1.48 WHIP and 62:28 K:BB in 62.2 innings across 14 outings in 2021 prior to the injury. Even if he's healthy to begin 2023, he's likely to face some workload limitations.

Odorizzi and cash considerations were acquired by the Rangers from Atlanta on Wednesday in exchange for Kolby Allard.

Odorizzi was acquired by Atlanta from Houston at the trade deadline and finished 2022 with a 4.40 ERA, 1.33 WHIP and 86:35 K:BB across 106.1 innings. The 32-year-old was a fringe rotation piece for Atlanta but should have a more secure starting spot on Texas' staff to open 2023. Odorizzi isn't officially under contract for next year but has a $12.5 million player option, and the trade indicates he's expected to exercise that option.

The Mariners acquired McGee from the Red Sox on Wednesday in exchange for cash considerations.

McGee will take up a spot on the Mariners' 40-man roster, but because he still has three minor-league options remaining, Seattle will have the luxury of stashing him at Triple-A Tacoma to begin the 2023 campaign if he's unable to secure a spot in the big club's Opening Day bullpen. The 24-year-old righty made his big-league debut with the Rays in 2022, tossing three scoreless frames in his lone appearance out of the bullpen.
