The Texans activated Carter (undisclosed) from the reserve/COVID-19 list Wednesday.
Carter can now resume participating in team activities and ramping up for Week 18's season finale against the Titans. He made his season debut Week 16 versus the Chargers.

The Colts signed Carter to the active roster Tuesday, Aaron Wilson of the Houston Chronicle reports.
The undrafted free agent out of James Madison terminated his contract with the Cowboys on Tuesday to sign with the Colts. He had an extremely productive final collegiate season, recording 66 tackles -- 27 for a loss -- and 12 sacks over 16 games. The 23-year-old defensive end will begin in a reserve role with the Colts.

Cowboys' Ron'Dell Carter: Dropped by Cowboys

Carter has been waived by the Cowboys, Michael Gehlken of The Dallas Morning News reports.
Despite receiving the largest signing bonus of any of Dallas' undrafted free agents this year, Carter wasn't able to crack a deep edge rushing group that will only get stronger when a reinstated Randy Gregory joins the roster during the season. Carter is expected to be added to the team's practice squad if he clears waivers.
